Abstract #288  -  Implementing participatory quality development (pq) in HIV-prevention in Germany

  Method / Issue:
Germany is in the process of institutionalizing prevention as an integrated part of the health care system, with an emphasis on interventions for socially disadvantaged groups. This will be achieved through campaigns at the national level und interventions tailored to the needs of specific target groups at the local level. Quality assurance and evaluation will be required for in order for interventions to receive funding. A central challenge is finding ways to develop forms of quality assurance and evaluation which respect and support the participatory approach common to HIV-prevention in Germany
 
  Results / Comments:
In a national demonstration project conducted from 2004 – 2008 by the Deutsche AIDS-Hilfe in cooperation with the Research Group Public Health at the Social Science Research Centre Berlin (WZB), concepts and methods for a participatory approach to quality assurance in HIV-prevention were developed.. The outcome of this collaborative research project is a comprehensive training program for capacity building in local ASOs. The program has the following core components:  A three part workshop curriculum on the topics of epidemiology, needs assessment, project planning, implementation and evaluation, with a focus on participatory methods of participatory data collection and analysis  A web based handbook of concepts and methods for participatory quality assurance under www.pq-hiv.de  A local consulting program titled “Call an Expert”
 
  Discussion:
A participatory approach to HIV-prevention requires a participatory approach to quality assurance and evaluation. The evaluation data of the first two cohorts of PQ-trainees show that the initial phase of implementing PQ in HIV-prevention in Germany was successful. However, given that PQ is a sophisticated approach aimed at long-term, systemic chance, there is still a long way to go before achieving a wide-scale implementation of PQ in the work of the ASOs.
